Economic Governance Unit

The Economic Governance Unit was established pursuant to Decision No. (335) of 2023 issued by the President of the Institute, concerning the development of an integrated simulation model for the Sustainable Development Goals (SDGs) of the Arab Republic of Egypt. This is to be achieved through adopting and adapting the iSDGs model developed by the Millennium Institute, in a manner that aligns with the economic, social, and institutional specificities of the Egyptian context.

The Unit aims to support the state’s efforts to localize the 2030 Sustainable Development Agenda by employing the System Dynamics approach to build an analytical model capable of simulating the complex interactions among economic, social, and environmental dimensions, and analyzing the impacts of public policies and development alternatives on achieving the SDGs.

The Economic Governance Unit also plays a pivotal role in analyzing the efficiency of economic policies, evaluating different intervention scenarios, and measuring their implications for sustainable development indicators. This contributes to strengthening good governance, promoting evidence-based decision-making, and improving the efficiency of resource allocation, in line with the priorities and strategic plans of the Egyptian state.

Unit Vision

To develop qualified national cadres capable of building and applying simulation models using system dynamics methodologies to study and analyze complex, dynamic social, economic, and environmental challenges, and to anticipate their impacts under alternative future scenarios that support evidence-based decision-making.

Unit Mandates and Functions

  • Developing and adapting an integrated dynamic model (iSDGs-Egypt Model) to measure and analyze the impact of various economic, social, and environmental sectors on the Sustainable Development Goals indicators in the Arab Republic of Egypt.
  • Analyzing the current status of progress toward achieving the SDGs across different sectors, identifying gaps and challenges, and determining the most effective policies capable of accelerating goal achievement.
  • Studying and analyzing complex and dynamic economic, social, and environmental challenges in Egypt through modeling and simulation, and linking them to public policies and development intervention tools.
  • Building and interpreting networks of interlinkages and mutual influences among SDGs indicators and various sectors, reflecting the cross-cutting and integrated nature of goals and policies.
  • Simulating alternative development scenarios and testing different policy packages to identify leverage points and design more efficient and effective public policies.
  • Analyzing and evaluating national development policies using system dynamics methodologies and tools, and supporting the transition toward evidence-based policymaking.
  • Integrating the perspectives of stakeholders and decision-makers into model development and refinement processes through institutional networking and continuous consultation, to ensure model realism and applicability.
  • Transferring knowledge and building capacities for academic staff and teaching assistants, and preparing national cadres capable of designing, building, and applying dynamic models to support governance and sustainable development.
  • Developing models for analyzing the long-term impacts of development policies, deriving alternative scenarios, and highlighting the role of governance as a fundamental prerequisite for effective implementation.
  • Implementing specialized training programs at the local and international levels, in partnership with regional and international institutions concerned with sustainable development and governance modeling.
  • Preparing and publishing policy briefs and research working papers based on evidence-based policymaking methodologies to support decision-makers.
  • Proposing and evaluating practical policies and solutions to address sustainable development and governance issues, and presenting multiple alternatives and scenarios to support sound decision-making.
