unregistered marriages<\/strong><\/li>\n<li><strong>Weak penalties\u00a0for parents\/mediators facilitating such unions<\/strong><\/li>\n<li><strong>Inconsistent legislation\u00a0across child, penal, and notary laws<\/strong><\/li>\n<li><strong>Insufficient legal awareness\u00a0in high-risk communities<\/strong><\/li>\n<li><strong>Inadequate oversight\u00a0of marriage registrars (Ma\u2019zouns)<\/strong><\/li>\n<\/ul>\n<p><strong>Dr. Yousra Shaaban proposed a comprehensive set of legal reforms to address the issue of underage marriages, with the following key
