القاهرة، 5 فبراير 2025 – أدار الأستاذ الدكتور أشرف العربي، رئيس معهد التخطيط القومي، جلسة حوارية هامة ضمن فعاليات مؤتمر منتدى البحوث الاقتصادية (ERF) بعنوان: “المسارات الوطنية نحو الطاقة النظيفة والنمو المستدام: تونس والمغرب”. حيث تناولت الجلسة دور الطاقة المتجددة في التنمية الاقتصادية، وأهمية دمج المشروعات المتوسطة والصغيرة ومتناهية الصغر (MSMEs) في عملية التحول الطاقي.
تضمنت الجلسة عروضًا لأوراق بحثية قدمها نخبة من الخبراء، وهم: الدكتور/ عادل بن يوسف (جامعة كوت دازور ومنتدى البحوث الاقتصادية) الذي تناول تجربة تونس في التحول الطاقي، في حين استعرض البروفيسور/ مايكل تانشوم (معهد الشرق الأوسط) استراتيجية المغرب في مجال الطاقة الخضراء. كما شارك في الجلسة كل من سونيا محامدي (منظمة الأمم المتحدة للتنمية الصناعية – تونس)، مونجيونغ لي (منظمة التعاون والتنمية الاقتصادية)، وخالد غزلاني (المركز الدولي لبحوث التنمية)، حيث ناقشوا السياسات الخاصة بالطاقة النظيفة، وتحفيز الاستثمارات، ودور المشروعات الصغيرة والمتوسطة في هذا التحول.
أكد المشاركون في الجلسة أنه على الرغم من التقدم الكبير الذي أحرزته تونس والمغرب في تبني الطاقة المتجددة، إلا أن التحديات المالية والعوائق التنظيمية، إلى جانب الحاجة إلى تعزيز مشاركة القطاع الخاص، لا تزال تمثل عقبات رئيسية. ونبهت الجلسة إلى ضرورة أن تكون المشروعات المتوسطة والصغيرة ومتناهية الصغر محور استراتيجيات التحول الطاقي، مما يستلزم إصلاحات واضحة، وحوافز مالية مستهدفة، وبرامج لبناء القدرات لتعزيز دورها في الاقتصاد الأخضر.
جدير بالذكر أن منتدى البحوث الاقتصادية (ERF) يعقد مؤتمره السنوي هذا العام لمناقشة دور المؤسسات الصغيرة والمتوسطة والحرفية (MSMEs) في دعم التحول نحو الطاقة النظيفة في منطقة الشرق الأوسط وشمال أفريقيا. وعلى مدار يومين، استهدف المؤتمر تسليط الضوء على التحديات والفرص التي تواجهها هذه المؤسسات، مع التركيز على خلق فرص عمل خضراء وتمكين الشباب والنساء، ولذا يعد المؤتمر حدثًا مهمًا بمشاركة عدد كبير من الخبراء لدعم السياسات والبحوث من اجل تحقيق تنمية مستدامة وشاملة في المنطقة.
The President of the Institute of National Planning moderated a key session on Arab experiences in transitioning to clean energy at the Economic Research Forum (ERF) conference.
Cairo, February 5, 2025 – Prof. Ashraf El-Araby, President of the Institute of National Planning, moderated a key panel discussion at the Economic Research Forum (ERF) Conference on “National Pathways to Clean Energy and Sustainable Growth: Tunisia and Morocco”. The session examined the role of renewable energy in economic development and the integration of micro, small, and medium enterprises (MSMEs) into the energy transition process.
The session included presentations by a group of experts, including: Dr. Adel Ben Youssef (University of the Côte d’Azur and ERF) on Tunisia’s energy transition and Michael Tanchum (Middle East Institute) on Morocco’s green energy strategy. A distinguished panel, including Sonia Mhamdi (UNIDO – Tunisia), Moongyung Lee (OECD), and Khalid Ghozlani (IDRC), further discussed clean energy policies, investment mobilization, and the role of MSMEs in the transition.
The panel emphasized that while Tunisia and Morocco have made significant strides in renewable energy adoption, financial constraints, regulatory obstacles, and the need for greater private sector participation remain major challenges. It was stressed that MSMEs must be at the core of energy transition strategies, requiring clear policy reforms, targeted financial incentives, and capacity-building initiatives to enhance their role in the green economy.”
It is worth noting that the Economic Research Forum (ERF) is holding its annual conference this year to discuss the role of (MSMEs) in supporting the transition to clean energy in the (MENA) region. The two-day conference aimed to highlight the challenges and opportunities facing these enterprises, with a focus on creating green job opportunities and empowering youth and women. As such, the conference is an important event that brings together a large number of experts to support policies and research aimed at achieving sustainable and comprehensive development in the region.
